EVE ignores AMD Settings

Using the latest amd crimson drivers. This game has heavily aliasing at 1920x1080, the only workaround is to set aliasing to high in-game, the other 2 arent enough. Any anti alias setting or frame rate cap set in the amd settings control panel is completely ignored. I've tried global settings as well as configuring exefile found in the shared cache directly. Nothing.
