Is the Online Pilot Notification malfunctioning,

or is this a workaround to spying, ganking, or harassment, etc..?

Intended and a recent change. Watchlisting others no longer works unless you and the other player agree to said monitoring (I think they have to add you to their watchlist to "agree"). Until that happens, players added to watchlist will appear to be offline even when logged in.
