We are investigating this issue.

It gets resolved at a downtime which is 100% not by design!

We thought we had a fix deployed, it did not work, so we are still working on it.

To avoid this problem, if you are in a system where people tend not to go, then..

The day (after downtime) that your Citadel will finish anchoring, do not go into the system that way the system is not active and hopefully nobody else activates the system either.

When your anchor is done fly into the system which will online the system and it should online your Citadel without waiting till downtime.
