Best way to do it is go into Account Management and follow the Buddy Invites link along the top menu when you sign in. Send yourself a buddy invite for 21 days, selected whether you want to receive 30 days game time or a PLEX when the new trial account is upgraded to paying account, send that invite to your email address and create the new account using that.

Then your current account receives the gift of game time or PLEX when you upgrade the trial you just sent yourself.

WoW holds your hand until end game, and gives you a cookie whether you win or lose. EVE not only takes your cookie, but laughs at you for bringing one in the first place...

To expand on the previous post;

If you select plex as a gift (if you click it it doesn't actually give any confirmation that you did), create the account and make a character on it you can then send it the cash to buy a plex (you can't contract one as the account is still a trial). If you then buy that plex and apply it to that account your main account gets that free plex.

That means that the first 21+30 days are effectively free and it's a full account without restrictions right from the start.

As the 2 above me say best to use the buddy invite.

But in general, making a 2nd account works the same way you made this account.

Just to mention: Depending on when you started playing on your current account, you might be able to obtain a 60 days trial key under "Voucher Center" in account management, too (these expire January 24th). This won't net you the buddy bonus, but it will allow you to play 60 days for free without having to worry about transfering money and/or buying PLEX (not everyone got the money to do it anytime).

your first account might have a 60 day trial key

redeem it via https://secure.eveonline.com/Vouchers/

then create a new account via https://secure.eveonline.com/Activation/
