It's been two years since I played, Start over?

I seriously have no idea what I was doing, and looking at my skill history is just confusing(all over the damn place). I'm just barely under 3mil SP, would it be better to start fresh?

No, IMO. That's 3 million you'd be giving up. Start training as if you're brand new, then once you hit 5.5 million SP if you don't like your old allocations you can extract the SP and re-inject it elsewhere.

figure out what you'd like to do in EVE this time around and see what you need to train to get there, you might find that you've got some of the skills for it already

The only reason to start over is if for some reason you really hate the character you created. Even so, you can resculpt them if you want, and CCP seems to hand out free resculpts from time to time. So then the only real reasons to feed him into the bio shredder would be if you hate the name, or if for some ridiculous reason you're a purist and accidentally put a skill point into something you didn't want.

Yeah start over. But some skill injectors and you'll have a veteran character in a matter of minutes.

With 3m Skill Points, you probably only played for a couple of months. And that was two years ago, and a lot of things have changed since.

If you make a new character now, you start with eight times as much SP than what you started with the first time around. That 400k Skill Points, plus some relevant skills book injected, that will help you out. You probably need to relearn some mechanics too. Starting fresh could give you a new prespective on the game, and if you keep what little assets you have now, it won't hurt you either.

You cannot 'start fresh'. You won't clean your memory and knowledge about the game. Character? Skills? It is only tools. The real is You and Your knowledge and history. And that's what you cannot 'start fresh'.

Just continue to do what you like. Create and tell Your story. Keep in memory the things you will never get back: your first undock (ugh, what's outside?), your first NPC interaction (my n00bship cannot hurt it! HALP! Shocked), your first interaction with players (i will increase shield size and put booster, then i put armor repairer just in case shield is not enough. And hull repairer! I don't want to pay for repairing my ship in station! Oh, why ships blew so fast? Ugh), etc....

Note: story about triple-tank is real - that was my first try to fit my first Vexor. And i have put different guns to it: when target is far i use one gun, when it gets close i use another..... Oh, those days.... Cool

I'd not throw away 2 months of training for nothing, 'starting over' wouldn't give you anything except access to the rookie help chat, which is awful.

You can redo the tutorials anytime.
