All our shirts only come in white, currently, as that is the traditional colour of wet t-shirts.

Briefly: Commander Kim does not interpret "wet t-shirt contest" in a manner consistent with... more or less every other resident of the Cluster. However, that is not to say her interpretation would not be a crowd favorite.
