Im not sure if this belongs here but i just finished training skills for a loki, I traveled 15 jumps to buy this Loki and now I cant seem to get in . Its asking that i select 5 sbsystems, one from each category. It doesnt let me select anything or click "ok". Im not sure if im missing anything. Any helpful advice would be greatly appreciated. Thank you.

You need to purchase the subsystems separately and will need at least one of each class.

I am curious, you said skills so I assume you trained the subsystem skills also?

I would suggest you work up a fit in a fitting tool and decide which ones you need as it can be expensive to buy a whole set.

Yeah I have the Minmatar subsystems learned. Im taking them to Level 3 at the moment.

Then you just need the various subsystems in the same location you are assembling the ship which ones you need varies depending on what you are using it for.

Those ships aren't cheap (especially if you fit them properly).
I would highly recommend against flying it on only level 3 subs.
