Starbase Defense Management skill has any effect on Citadels ?

CCP planning to refund the SP for this skill or it has any usefulness to Citadels ?

Lady Areola Fappington:  Solo PVP isn't dead!  You just need to make sure you have your booster, remote rep, cyno, and emergency Falcon alts logged in and ready before you do any solo PVPing.

Latest news is, that they will keep the skill at it is, as long POS exist.
There will be a time, after CCP has removed them ... and at that point, they will tell us, what will happen with this skill.

If it will be "converted" to a new skill, if the SPs will be reimbursted (what I am hoping for... got around 5 POS gunners :D) or a new use for the skill will be implemented.
