There's no reason not to be able to, since once we buy them they no longer fall under the purview of the navy and shouldn't be subject to their regulations regarding hull decoration.

Some Navy Issue ships do have some skins available, so why not the other skins available to the same class of ship? There's no excuse for not allowing all ships of the same hull type to use all the skins available to any of that hull type.
