Is there a way to get the bill of materials for a type and the number produced using CREST (or the static downloads)?

The BOM has a list of the component types and how many are needed to produce a certain quantity of the resultant output.

Don't know about CREST, but the static data has it. Check out the industryActivityProducts and industryActivityMaterials tables. They link blueprints, products and materials from invTypes table.

Please don't be harsh with me if I didn't understand it correctly, but if by "bill" you mean the total cost for materials on a given blueprint you can check out my resource - http://eve-trader.net which does exactly how I interpreted your request - it calculates the total (production) cost for a certain blueprint.

Afaik you can't get it from CREST, you need to query some 3rd party resource, like http://eve-central.com for it (this is what I do in my application).

http://eve-trader.net - small web application for industrialist. Calculate your profits on blueprints in real time.

CREST does not contain the BOM

You can get it from CCP directly, in the form of the blueprints.yaml file in the SDE.

If that's not of use, then you can get the data from conversions on the SDE. I provide it in industryActivityMaterials and industryActivityProducts (there are other industry tables, but those are the two big ones.)
