Citadels - Multiple on same grid

Are you supposed to be able to put multiple Citadels on the same grid?

Currently able to on Sisi.

As this is a Citadel Feedback question, put it in the linked forum where it belongs - plus the answer is post 20 (last one on page one for you all who can't count) in the linked post.
