I'm trying to do some ME / TE for some BPOs and I can't get them to 10 because it says that it runs over 30 days? How do I get them to ten on ME/TE if I get that message? Is it a skill related issue or something that can be resolved with implants?

That restriction is per individual job. You can put in additional research once the first job is complete.

There are some skills which will reduce the time needed for both TE and ME, but as David Mastuda pointed out, you don't have to get the TE or ME to 10 in a single run, You could research to 5 or 6 in one run, then put the BPO in for a second run to get it to 10.

ME research time is reduced by the Metallurgy skill (Science IV required to begin training Metallurgy).
ME research time is reduced by 5% for each level of Metallurgy you train.

TE research time is reduced by the Research skill (Science III required to begin training Research).
TE research time is reduced by 5% for each level of Research you train.

The limit isn't 30 days. Well, not exactly.

It's 30 days, or 1 run, whichever is lower.

So you can have a job in which takes more than 30 days, if, and only if, it's a single run.

This can happen for some high rank BPOs, going from 9 to 10
