How to get past the locking lag?

Yeh I wouldn't personally go with a VPN service.

Ping isn't the big problem, I actually get about 300m/s which isn't bad for EVE and doesn't even closely account for the extra 2 seconds of lag after lock.

300 m/sec is plenty to frequently push you from the 2 seconds everyone else gets into 3 seconds, depending on when your requests get there and how long they take to get back.

Yup, Outback Queensland. I'm well in the 'yellow' of the population distribution map in that TMC article I linked (and incidentally, that I wrote).

Internet access speeds out here are woeful.

as mentioned, you're running into the Server Tick.

Just accept that being in Australia makes instalocking rather difficult, if not downright impossible.
