To do all three you want a T3 cruiser. It should have max tank so it doesn't just die and have lots of backup coming. Nothing else in the game will be able to scout/scan/tackle like a t3.

Now if you just want scout/tackle Stiletto is definitely the way to go.

Sticking with the Minmatar Theme you want here is a loki fit.

It does everything you want and lets you live. If you're using a T3 for this sorta thing you should have reps anyway. If not it gives you a basis to start with and you can tweek it to your liking.
