Random major FPS drops in fleets

Been having a weird issue when in fleets of any size (5-150+) where I will suddenly go from a steady 50-80 FPS and 20 or so ms ping to 1-2 FPS and as high as 5000 ms ping. This seems to only happen when there is a session change (undocking, Jumping, or using a bridge) and is totally random, I can go 50 jumps with no problems, or 2 and run into this. Once this happens the only option is to re-log. I've let the fleet move on without me and sat in an empty system for 10 mins and my fps remains bottomed out until I relog. I do FC from time to time and need to figure out what is causing this ASAP. I'm used to dealing with lag in fleet fights but this is very different.

Drops to slideshow levels usually only happens when you are out of RAM/VRAM, does that happen to you? You could try disabling Resource Cache if you turned it on.

What's the effect of "Resource Cache"? Thought it is to get better performance ...

For me it looks like fleet fights now require significant more power since the BiaB, TQ3, visual effects(?) changes. Previously big fights >=250 were in heavy TiDi but smooth with moderate FPS loss you could mitigate by zooming out or removing brackets ... now I get huge lack spikes and FPS drops as soon as some action starts, which may recover but the chance is high that your socket gets closed (several times in small scale situations, ~20-50) or the Exefile crashes (as for me yesterday as soon as the Ganked fight started). I'm using DX11 with hardware and settings not changed for more than a year (I disabled all newly introduced stuff), one client, old launcher.

It's not fun atm. Ugh

Is there any profiler, or tool I can keep running to gather some data, to help finding where the problem is? Unfortunately the described situations can't be reproduced at will.

I'm my own NPC alt.

Just a tech point, if you are interpreting the ms value from the FPS monitor as your ping, it is not - it is the time between frames.

Nope not a RAM or CPU issue both never go over 50% usage. This happens no matter how my settings are configured (Min or max settings no differance).
