Angels more prevalent in null sec?

The distribution of NPC pirates seems to be very uneven. For example, there are relatively few systems that have Angels in empire space, but in 0.0 they are the dominant rat, occupying over 900 systems compared with runner-up Guristas who occupy 666 systems. Is there a particular logic to NPC pirate distribution or is it more or less random?
