Strange Blurring

Okay, so this morning I played around a little on SiSi and all was well, saw no issues and when I was done I headed off to work. Got home about half an hour ago, I log in and decided I'd pick up some things in my Crane.

The problem occurred when I rotated my camera, there's a large amount of motion blur. This might seem cool or not be a problem for someone other than myself, but unfortunately it makes my eyes hurt and that's not really what I need.

Can someone point out an option that is causing this? Because I've tried resetting graphics settings to no avail, and I know I know, it's just a minor thing, but has any hotfix been applied to TQ and SiSi? Because I need to turn this setting off

I thought I was the only one having an issue like this a while back, took a long break from EVE and got back into it a couple months ago. Except the motion blur is- like a heat distortion effect, very inconsistent and random...
