Building a jump freighter at a POS?

It seems that the Charon need to be repackaged to make a JF. The only problem is, as far as I know, there isn't a ship big enough to haul a packaged Charon to a POS and they can't be repackaed there. Do JF have to be made at an NPC station or is there something I'm missing here?

You have to make said Charon in same POS Which means having LSAA/CSAA/SSAA to build Charon and ALSAA to build a jump freighter. You then just drag Charon from one POS module into the other one.
