Issues, Workarounds & Localization

I didn't had this problem until recently, and it still doesn't happen everyday so I have no clue what causes it. The problem is that if I already have one client running, it takes very long time to start a second instance (i.e. log in to a second account) - I get a black screen after "Done processing bulk data" that stands there for several minutes before loading the character selection screen.
Is this a known issue?
Are there other people experiencing this?
Should I write a bug report?
