Overkill... if the ship can fit a cloak, wouldn't you think it'd be more for lower security space?

Generally you want an ammoless high capacity dps machine with modest tank. The primary is likely an Ishtar. But anyone who could fly one would know that, so I recommended the easier variant.

Overkill is less important than planning and research to find a good spot in which to do it.

noble mention.
I lately had run into null sec space.
In plexes there I used Vexor navy issue with passive shield tank and navy heavy combat drones to murder rats.
worked well.
use speed tanking and nothing will break your shields.
