Question on the RA-70X line of implants

Quick question:

Do the Inherent Implants 'Noble' Remote Armor Repair Systems RA-70X line of implants reduce Capital sized modules? The shield variants do not, but it doesn't state so on the implants themselves.

good rule of thumb : unless it explicitly states the size of module, it effects the whole class
