I'm not sure what you mean. If you mean a server where you can create an alliance for test purpose, then Singularity Test Server is what you are looking for.

I'm not sure if Estel Arador Corp Services are still offering Alliance creation since the jump clone changes, but you could try mailing Capsuleer Executive Service to inquire:

Aside from that, I can assist if you need but since that would involve giving me the Billion ISK creation cost up front, you might want to look for someone with more of a reputation assisting others.

Or use a 3rd party to ensure you don't get scammed.

I have an alliance creation char, but atm it's on an inactive account so not going to activate it this week for my normal fee of 50m to create alliances.
