No more partially Trained skills?

It seems any partially trained skills I have vanished. I noticed this when I adjusted my skill queue and all progress on what I was training got wiped away. Now the skills I had partially trained show up in the sort tab, but all progress is stripped from it.

I cleared all cache
I reverified files
I checked multiple accounts and alts and same issue.

All progress on partially trained skills have vanished and the moment you change a train, you lose what you had on that one.

I think this is a visual bug, if you add them to training again(active) the bar fills up to where it left off.
