Tactical camera does not turn off

I clicked the "Tactical Camera" on the neocom dial (the icon that looks like a grid with three dots) and now it will not turn off.

For example, in the upper right it indicates the hotkey as being "Alt-1", but if I press Alt-1 it does not turn off.

Also, clicking on the icon itself does nothing.

Also, every time I have a session change, the "Tactical Overlay" toggle switch keeps coming on.

Is this a bug?

So, far I have found the only way to turn it off is to turn off the whole new camera from General Settings.
