Is it just a bug concerning my alts, or are others out there having a problem changing the skill queue of an alt that is currently not training/learning skills ?

In the past i got an notification that the char is not currently learning, later i got an add for dual training char service, but nether the less i could define the queue - so once i switch training it to that char it would learn those skills.

Yesterday i tried to do that again but all i got was an overlay on the skill queue window with a big dual training ad. There was no way to save the new queue. I even did reset the settings for the skill window (in the ESC menu), so it once again would show me the "do you want to apply the changes" window. No avail. Every time that overlay for the dual training service popped up (even when i just closed the skill queue window) and i saw my skill queue in the back reverting to its previous version.

I fixed it by switching the active learning to this char, then doing the skill queue change and then revert the leaning to the previous learning char.

Am i the only one (and should file a bug/ticket) or are others affected too ?
