When I start the launcher I get the following error :

An error was encountered while downloading.

I tried using the old launcher, but I starts in offline mode.

I also tried using the repair tool but it crashes.

Same issue for me

Resolving client.eveonline.com doesn't work, but I can view the page in chrome....

http://client.eveonline.com/patches/premium_patchinfoTQ_inc.txt doesn't even come up, I get 500 Internal error's.

able to start eve client directly without launcher but get "incompatible version" error when trying to login, so apparently there's a new patch that needs to be downloaded through the launcher in order to do anything.

it's like a perfect storm of fail. i can only hope the reboot in 30 min kicks something loose and fixes whatever the issue is. i'm kinda doubting it though. looks like some of the issue is with their upstream provider Level3.
