CONCORD did not assign those identities to them; Apollo and Athena. They've communicated, albeit in a limited manner, using technology that interfaces with our own. If they wanted to talk, they could talk.

She is right.

In fact, I think it's safe to assume that they know as much about us as the Jovians did. They know our language, culture, technology, military capabilities, history.

At this point it's a waste of time and resources trying to "establish communication." Work on ways to destroy these things.
