Gentlemen, it appears a port of DUST has been officially announced

A port would be if they took DUST, nearly unchanged, and let you play it on another console/PC. At no point in that post did they say that. In fact, he says the exact opposite and states they are creating something entirely new "from scratch." That's not a port, that's essentially a new IP. Heck, he doesn't even explicitly say it's coming to PC.

We've been over that. In this case a port is the core concept of the game being redone and moved to a new platform, not the game itself being moved.

Also if you look at the post on their forums it explicitly says PC.

Whoops, you are correct. Don't know how I missed that.

However, my point still stands. This is not a port. A software port in the context of gaming is specifically the adaptation of a program from its original platform so that it can run on another (i.e. Going PC to console or console to PC).

DUST514 is ending, not moving. That post is a cancellation of service where they have also taken the time to announce a different and new game built "from scratch." If that's what you consider porting a game, then I guess every first person shooter in existance is a Wolfenstein 3D port. I mean, DUST514's core concept is to shoot people, ergo, DUST514 must be a Wolfenstein port?

The usage of the word came primarily from the fact that we had absolutely no idea what CCP was doing thanks to the complete lack of communication.

Rather than describing this specific situation, it seemed like the best word to use in a Twitter hashtag in order to have instant recognition.

They want to make the core game decent before solidifying the connection to Eve.

That was their idea back during FanFest 2014 with Project Legion, but there's a not-small chance that that might have been re-evaluated with the cancellation of that project. Whereas Valkyrie was built from the ground up as a standalone, the whole concept of infantry gameplay in New Eden doesn't really work unless you have a link to EVE Online to make it mean something.

I wouldn't be surprised if this new game launches with no more of a link than Dust 514 had, but I'd be fairly surprised if the idea was to disconnect the two entirely for a long period after launch.

In 3 years, the current generation of consoles will be in the second half of their life cycle. So going PC is CCP's best chance to not get stuck into yet another dying platform.

However, keep in mind that the reason we almost never heard from any of the team that wasn't working with CCP Rattati is that the rest of the studio has already been working on this project for some time now. It's likely we may only be waiting a year or maybe two at the most before this new game releases.
