I could totally be misreading the original post here, and I had to read it a bunch of times to get an idea of a handle on what was being asked.

I think he was asking to go weapons hot while doing other activities and not bring the wrath of Concord down on you as long as you have nothing targeted that wasn't legal prey. I don't actually understand that because I thought you could go weapons hot in HiSec against things like suspects as that was a bait strategy isn't it? So that part confuses me, but setting that aside...

If he's asking to allow warming up weapons systems with no target, in that sense, wouldn't it benefit both 'potential victims' (Carebears in mocking slang) and instigators (Suicide Gankers)? I've never tried weapons hot unless I've been shot first, (I shot first at a pirate NPC only to realize if I'd screwed up and targeted the player just beyond the pirate I'd have been space particles...) Given some of the Alpha strikes of some ships, yeah, getting shot first might not be the best practice, but in HiSec, at least I'll keep my nice security status.

I don't mind the PVP aspect of the HiSec space as it is, it means I have a place to practice and screw up my practicing in relative safety while trying to figure out the game process, my UI, and my scanners. I've been baited several times, but being a newbie with only a few scratches and scuffs, it's not time for me to try duking it out with a potentially skilled PVPer in a ship I could only dream of flying right.

So, I don't agree with any call for changing HiSec, I'm not sure if what the OP is asking for is a problem or not for either side.

Like most MMO's with PVP, first striker usually wins. Element of surprise is very powerful. I'm not sure it can be balanced, even if it should be balanced.

I've been ganked exactly once since I started playing in mid '14. It happened in late December last year in a 0.8 system where a Tornado one-shot volleyed my hauler. It actually took me a couple of seconds to realise what had happened.

Why did it happen?
Well, because I was stupid and complacent. I broke pretty much all the basic rules.

1: Carrying ~ISK400m in an unrigged, half tanked hauler with 3.5k EHP? Check.
2: Not using MWD/Cloak trick? Check.
3: Not changing course/docking up/refitting ship after noticing I was getting ship/cargo scanned off an earlier gate? Check.
4: Not checking the map for suspicious ganker-activity like signs? Check.

Basically, due to my own laziness, my hauler was dead the second I left the safety of my POS shields. It was just a matter of time until it went pop.

The only change id like to see is random players locking you getting flagged criminal. (not people you care about like peeps in your corp or fleet etc, just random dudes).

Yawn,  I'm right as usual. The predictability kinda gets boring really.

There are some better defences than eHP for haulers.

EVE is becoming shallow and puerile; it will satisfy neither the veteran nor the "WoW" type crowd in the transition.

Ignoring the social ramifications, there is also the effect of both increased supply and reduced demand due to the amount of assets no longer being removed from the economy.
