In light of Upwell Consortium’s recent prototype citadel security failures and Research Component mishandling that allowed them to fall into the hands of Serpentis agents, EvE-Scout Enclave has submitted a request to Upwell’s agent Lee Brinalle for information on how they plan to better protect Research Component investments and site worker safety. The inquiry is headed up by capsuleer Eve Scout, recently appointed Director of Special Research for Signal Cartel.

Ms. Scout states, “Upwell’s blatant disregard for site security is a major concern. Their oversights put both worker lives and valuable Research Components at considerable risk of loss. We have no idea how many lives or Research Components may already have been lost. One can only wonder how these mishaps will impact Upwell’s as-yet unannounced quotas that will be required to unlock Upwell’s promised rewards in their ongoing research race.”

Ms. Scout announced, “Because of our concerns about Upwell and our belief that capsuleers should be better rewarded for their effort and risks taken, EvE-Scout Enclave is offering an alternative deposit service and additional opportunity for capsuleers to profit from their Research Component acquisition efforts. I will begin accepting contracts immediately and through YC 118.02.08, with no minimum contribution requirement. We have established a special fund of 6 PLEX to reward our pool of contributors.”

Rewards will be as follows: One PLEX each will go to the top contributing pilot, top contributing capsuleer corporation, and four names drawn randomly from our pool of contributors. Each Research Component submitted will be counted as an entry in the drawing. In addition, the top 25 contributors will be listed in Ms. Scout’s capsuleer biography and all contributors will be listed on the EvE-Scout Galnet site in perpetuity. Winners will be drawn/announced on YC 118.02.09.

Ms. Scout also noted, “When our concerns about Upwell are resolved, I will transfer all the Research Components I hold to Upwell’s agent. Capsuleers are reminded to submit one Research Component to Upwell’s agent directly to be in the running for Upwell rewards as their quotas are reached.” More information can be found at www.eve-scout.com.

Let me state in the first place that I have the utmost respect for the EVE Scout Enclave as an institution.

However, some certain points are worth noting.

In the first place, Signal Cartel itself is almost certainly going to be the largest contributor of Research Components to their internal drive, and so that pilot license award is almost certainly spoken for. It's a laudable thing to include, certainly, but is perhaps somewhat inaccurate to consider it a payout.

In the second place, I wonder what Ms. Scout will do if the Intaki Bank fails to respond to the inquiry, or does so in a dismissive way. Will you still be making the contribution? Or will you instead return all components to the contributor? If you return said components, should we assume the PLEX lottery is off as well?

In the third place, how will pilots know where they stand in this lottery? Will you be doing public tracking of contributions? Exactly how large is the EVE Scout component stockpile?

I will, of course, avoid detailing our operations on this point, out of respect for the EVE-Scout Enclave.

I should probably have made clear in my statement that the Eve-Scout Enclave, Signal Cartel and any capsuleer employed by the Signal Cartel, or associated corporations, and their relatives are ineligible to receive these prizes. For our pilots, we already have an internal reward scheme with a payroll exceeding 20 billion ISK.

The purpose of this service is to ensure that all capsuleers who wish to assist in the effort to construct the first Citadels are able to do so securely and have more opportunity to be fittingly rewarded for their efforts.

We have respect for the Upwell Consortium and their operations so we have confidence that they will be able to provide suitable assurances in the coming days. I will be administering the reward portion of this program, including both the PLEX lottery and recognition, irrespective of whether assurance from Upwell is forthcoming. First and foremore we are a Service organization for all capsuleers and we value our integrity and reputation across the cluster and throughout Anoikis.

Hmmm....
if it wasn't for that last point... 'if we decide we trust them again, we will donate all the components ourselves'... it would have been less obvious, but let's be clear here, you're looking to stockpile the components to raise your own chances of getting the Medium Citadel BPC.

regardless of any changes that may occur in site security, you WILL be handing these over before the deadline. Nevermind though.

I can honestly say that we are not interested in the Blueprint copies that the Upwell Consortium may or may not be offering (depending which releases from them you read...) are offering. I would hope that this is borne out by the magnitude of the prize pool that we are offering - no matter which way it is spun, one of those blueprints will not be worth anywhere near the accumulated prize pool of over 30 billion ISK that we have for this scheme and our internal reward programme.

As Ms. Scout stated the purpose of this service is to provide a secure and rewarding method of assisting with the effort to construct the first Citadels. For transparency, and hopefully to encourage Upwell to address the safety and security concerns expressed by ourselves and shared by many across the cluster, we publicly list all contributions of Research Components.

We are still waiting for Upwell to detail how they intend to prevent future security breaches and, potentially more importantly, address how someone was able to steal so many of these components in the first place. Until they address these points, we will not be releasing the Research Components that we currently hold.
