No drawbacks are listed on the cap control 2 and now that rigs don't require rigging skills they just impose penalties, I cannot seem to figure out if running a med cap control 2 without jury rigging at 4 is imposing a drawback.

Anyone know?

No penalties, no drawbacks for any of the CCC rigs

...yet.

When the skill requirements were removed it was stated that there would be a need to introduce drawbacks for the rigs which currently have none - but we've heard nothing new on the subject since.

They already know about it. Its an accepted abuse of game mechanics at the moment.
Eventually the rigs will be reworked but other things have priority right now. That's the grapevine.
