Can a player tell who I gave my kill rights to?

Can a player tell who I give (or sell) my kill rights to?

For example, lets say I have kill rights on one of the Jita rough housers; I see that the guy is out there right now so I make my kill rights available to everybody. Can they all see what I have done immediately or do they have to right click on him or something? Does he know what I did? The hoped for outcome here is that they turn on him like a bunch of angry dogs eating one of their own. It would be nice to time it so I can get Fraps.

Alternatively, lets say I give my kill right to one particular player who plans to just go up the doggy in question and shark stick him. Does he have any way to tell the identify of the player I have given the rights to and thereby try to skedaddle when the guy comes in local?

Yes, they are evemailed if you open KR to all, a corp or any other individual, including any fee you put on them.

Other players won't be notified in some sort of message as far as I know, but those with sufficiently configured overviews will see he has KR on him.

No sneaking up I'm afraid. I say this as a ganker - he'll be ready.

Edit: Btw you can wait until your friend is in optimal and ready to shoot, then activate the KR yourself. Your target will go suspect. Perhaps you and your friend could give it a go. Check the ganker's lossmail (assuming it was a concord loss) to see how he's likely to be fit, and adapt your tactics to that.

This is a generalization to be sure, but, in general, players that generate kill rights don't particularly give a ratsassamatass as to the details of the who/what/where/why details when someone cashes a kill right in. I'd wager most folks w/ kill rights have several stacked up and can't really be arsed to sort out the details of any particular one..

Again, in general, the sort of eve players that generate kill rights clearly understand (it's more or less a moral imperative) and are accountable for their actions. It's what separates an upstanding ill doer from the masses of tear laden rabble that rail out against them.

TL/DR Fear not cowering droidster - the ill doer that is stealing your sleep doesn't care about you, the kill right or how it gets processed.

If their sec status is less than -2, make the kr public for 315 isk. Pay tribute, man.

If you're interested in me possibly finding an entertaining way to kill them, e-mail their name and I'll let you know if it's possible. I have experience with killright shenanigans.

edit: nevermind. All CODE. Just put 315s on all of them, they'll appreciate the gesture.
