Harkon not using Neuts

Wasn't sure if this is a bug or not, but it's pretty unusual for an NPC to simply stop using his neuts in the middle of the fight. I was running the final mission on the Amarr Arc, "The Right to Rule", and after a while during the mission, Harkon just up and up stops using energy warfare. I've never seen him (or any other NPC for that matter) do that. I decided to bug report it just in case. Intended?

"----in' A, right?"

"Trouble is, those things cost like a million and a half each."

"----, you pay me half that and I'll hump in some c4 and blow the ---- out of it my own damn self."
