Good point... always forget about miners (because mining is lame) ^

Also want to retract what I said a minute ago. I just had a vision of 3 seige dreads taking out Entity's Charon full off goodies in an ultra-mega suicide gank and realized that, while very cool and something I would totally do too... the Goons would turn Jita into a bizzaro dread/freighter graveyard.

Actually maybe that would be pretty cool...

idk....

wait...couldn't they do that now? i mean i don't mine or do any indy stuff. But....couldn't a rorqual pilot do that now?

And how many millions are we talking about an hour with t2 mining drones?? 100m/hour 400m/hour ? lol

They cant get into high sec so no, there are no rorquals mining or blowing up fleets in high sec.

The trouble is the cyno in high sec would allow anything that can cyno or be bridged by a cyno locked Titan to come through.

For Covert Cyno, I really can't say why they don't allow them in high sec. The limit on what can use a covert cyno is a pretty short list and the regional AU gaps make most covert cyno and bridge Ops one jump objectives anyway.

Add on: Covert Cyno in High sec would allow for a High sec to High sec bridge system. In theory you could stage high sec war Ops I suppose and evade concord. Just don't get caught doing that. it's a bannable offence.

Because it would break regional economies. I live about 4 jumps from a trade hub in a station that is severely undersupplied on ammo. When I buy ammo, I put up a buy order with a minimum qty of 100,000 units, range station, expiration 24 hours, at a price around the lowest sell order. I get what I want, when I want, where I want, for the price I want. Whoever's filling that order is selling what they've got, at the price they want, and instead of having to babysit sell orders for as long as it takes, they just have to haul it 4 jumps. We both win.

If, instead, I just bought the cheapest ammo being sold anywhere in the universe and JF'd it straight home, I have more hassle jumping, and someone else loses out entirely. I'd probably do that anyway because I'd save some isk.

And I'm just a single person buying for personal use. People operating on a large scale would wipe out distance as a factor for the market, wiping out niches all over New Eden. Niches should exist, and it's right that they do exist. A starting trader in their iteron would never be able to compete with someone who owns a JF if it was allowed.

most likely this is the answer

What about having a few designated highsec systems that could be jumped to? Within range, perhaps, of the trade hubs, but not on the main trade routes. They wouldn't affect the sub-capital haulers on their usual routes, but might open up certain out-lying areas (although I will concede that this might damage the niche markets that someone above mentioned).

Also, because these systems would be known, it might distribute the pirates around a bit, instead of them all clustering around, and competing in, Jita. The pirates would be able to get to a known entry point much closer to their lowsec/nullsec homes.

What kind of answer do you want?

RP: Because the Empires / CONCORD do not want jump-capable ships gallivanting around their space unless they use the regulated and safe trade lanes (gates).

Gameplay: So highsec offers a different set of rules (and, consequently, different gameplay) from other parts of space in terms of what can and cannot be used there.

Balancing: Because cynos would let in ships that would utterly break highsec in many new and interesting ways.

Design: Because they're not needed — highsec offers plenty of connections to make the travel quick and easy enough as it is.
