Vertically Split Overview

I would like the ability to have different sections of my overview. Ex: Top part for gates/stations, and a completely separate section for ships/hostiles etc. And have the ability to customize each to my liking. Miners would probably want a small section showing rats and stations while another one would show only ores.

I imagine many would want to show only freely attack-able pilots in one section, war targets, suspects criminals etc.

The overview really does need some sort of overhaul. Pilots are still appearing on overview out of sequence. If I have it arranged by ascending distance, a player might pop through a gate and yet appear below the sun on my overview, and then I have to chase them back up into their rightful place before I can finally click on them. It has made it necessary for me to have a separate overview tab for the express purpose of tackling new arrivals. I would have to have a separate section of my overview for this without having to leave the tab I use for general use.

What you're doing wrong is keeping the mouse cursor on the overview. When new objects are added to the overview while you have the cursor on the overview, they automatically go to the bottom before they are sorted. I suppose this is to keep you from clicking on something you didn't want while it changes. Simply keep your mouse cursor beside the overview, near where your target will appear, and you won't have the problem anymore.
