So here I am, docked in a station, listening to who's line is it anyway. and all of a sudden, for the first time ever, the music has changed to this super creepy ambience, and sounds like someone is talking over a PA system in a large echoey room, in an endless garbled loop. It's still going even outside of the station

Is this a normal soundbit? Because it's been going for 15 minutes now, and is kinda creeping me out

I believe that incursion music starts playing a little before actual incursion start and "echoes" a bit after incursion end.
If it is (and it's not just a cache issue), it's an awesome touch to a game.

I think that is Benito Mussolini's speech to the Italian crowd sometime back in WW2.

I asked about this about 2 years ago and was told that it is the communication from belt rats that you can hear.
If this is true or not I cant say..
