Bounty Hunting - Best Solo Ship?

So, I've had this account and activate on and off since apparently 2004? Jesus!
Anyway, I'm back in and REALLY want to fall in love with EVE for as long as possible. It's beautiful, and so vast. However, with the vastness, and so many people so wealthy and powerful, and the nature of the time based skill system, I feel as though everything I do is pointless.

HOWEVER, I'm trying to get into PVP which I've never done before. I have 5m skill points, several ships from Prophecy to Abbaddon. I'm looking to get into PVP and Bounty Hunting.

So, what advice can you give someone who, though I have an old account, is still fairly new and know very little?
What is the Best Solo PVP Ship that can be used for PVP/Bounty Hunting?
Are there ways to cloak yourself so you can't be detected until you strike?
If you have a Mark, how do you track them down?

Bounty payouts do not make it a viable profession, more of a cherry on top of a kill.
So my advice is, find a different goal.

As far as PVP in general, there are popular ships that can be perceived as "best", but most if not all ships have a use in the current meta. If you don't know what you are doing it is always best to start with frigates and work your way up from there. Fly what you like, figure out how it is used and what it's strengths and weaknesses are and exploit them.

^ This. But if you really want to do it, you'd probably want a fast and powerful ship. T3Ds, cruisers, and even frigates aren't a bad idea. But again, the bounties are only as good as the ship kill.
