So I fly FW lowsec solo pvp a lot and fly an AAR fit ship, What I'm wondering is usually the AAR is either out alpha'ed and I don't get to get more than a cycle or 3 off or neuted out... Is it more useful to sit at 13K+ EHP with a 200mm plate or only 8K EHP with an AAR. Is the AAR adding an additional 5K EHP to my tank realistically? Thoughts?

You have to remember there is a speed penalty for fitting plates. In the current meta, this is why the AAR is preferred in most cases even if the paper EHP is not as much. It's a tradeoff and as with most things it depends on which one should be used.

Fair enough. I know to mitigate that speed penalty they also added the armor layering skill. Is that making a huge difference as all my armor skills including that are to V. I'm going to fly one with a plate to see what big difference it really makes.

Start repairing early and check what ships/fits routinely kill you and try to adapt your strategy. Scramkiting helps against neuting and gets more difficult with a plate, that's why AARs are so popular there. In the end you want to mitigate incoming damage and maximize outgoing damage.
The eHP you have through buffer and reps is just buying you the time you need to destroy your enemy.

It depends on cap, if i'm going to cap out before all my charges are used i normally don't bother with it... but plates, i don't like plates. they need to be looked at especially frig size where the effects on speed and agility need to be almost negligible.

There are some strange fits you can squeeze both on. They are amazingly effective tacklers, though low on dps. An excellent squad ship for sure. Anything with 4 lows can pull it off well, with a 200mm plate. Tormentor is nasty.
