Level 3 Missions - what am i doing wrong

For starters, you need to tank your ship to each mission. Don't omni-tank. It's wasteful. If you fight gurista, fit thermal and kinetic hardeners. Sansha means EM/thermal. Angel explosive/kinetic. There's a list of what damage type goes to what pirate faction located on evesurvival. Eve survival also has guides for every mission including spawn triggers and blitzes(fastest way to complete each mission). The same goes with your ammunition choice. It should be tailored to whatever your enemies are weakest too. You can passively tank a hurricane if you're lazy like me. Just use an AB for some added speed tank.

Don't forget drones, and like your tank, your drone choice should be whatever damage type your enemies are weakest too. Tanking to each specific mission will make your tank a zillion times better, and swapping drones and ammunition will make your guns hit a zillion times harder. Mission running is all about minimizing time and effort spent. Don't make things harder than they need to be.

As others have made clear learn the resistances of the enemy you will face and fire the correct damage type to cause the most damage

Some websites I would suggest - eve university and eve survival ....bookmark them both and save Ingame browser for fast access to some great advice for beginner missioning .

I use Rupture running level 3. If you use Cane try to upgrade to Hurricane Fleet Issue you could use it too to run level 4 missions with ease.

Just keep changing the resists profile as required. Cycle time for arty is around 6secs. Can be improved with Hardwiring Implants.

I read comments like this all the time and then think damn it must be nice to have a stable enough internet connection so you do not NEED to worry about being cap stable, either that or having enough ISK so you can afford to continuously replace the ships lost due to internet dropouts. Yes folks even in 2016 there are people that have multiple internet drop outs every week and sometimes multiple in a single gaming session and for those of us that fall into that category being cap stable is not an option it is a REQUIREMENT.

OP I still think one of the major problem you suffer is your hear there and everywhere skill set. Others have offered excellent advice on the ship fits, mine would be to focus your training on a single race ships and the required / nice to have support skills for them. Once you have a solid set of skills for that race then branch out and work on the others.

Cap stability is only really effective if you're running a shield booster fit.

I don't really fly the Hurricane, but if you're using shields, the Drake might not be a bad idea.

Switch out the shield hardeners for rat-specific hardeners (EX: Two kinetic hardeners for Gurista, one thermal and one kinetic for Serpentis, one explosive and keep the other adaptive invul for Angel rats.) Also switch out the rigs, but it depends on what rats you're fighting.

Must have missed the part where the OP said he was having connection issues...

That said, needing cap stable fits is the EXCEPTION not the rule, even with bad internet. Only a few missions have scramming ships and unless you pull full room aggro you'll be warping out of the pocket before you die, especially in lv3s with the size of BC buffers. If you have bad internet and you're running marauders then yea, cap stable is something you could look into but again, it's the exception and not the rule. It's a bad habit to get into if you don't need it as it's an unnecessary handicap you're forcing on yourself and is bad advice for newer players.

I would rather advice a player that has these issues to look at ships that specifically specialize in passive/buffer tanking rather than shoot themselves in the foot by trying to make ships cap stable that aren't suite to it. For example the Gila, Drake and Rattlesnake make decent passive tanking ships but their skillsets are different to what the OP is currently flying.
