Activation cost: 1gj/min (auto repeat off normally off)
Use: Emits a distress beacon directly to concord, who responds with a block ops fleet vessel, which will summon a titan and (other visually impressive) concord (or third party)vessels to respond to an attack within the minute if used in 1.0 to 0.1 security space (high to low sec)
Drawback: High acquisition cost, limited supply, or other like means to limit the quantity of the item, but not the potency or uses

Reasons:

1- I want to see these large impressive ships in person without getting wrapped up in null sec politics
2- i want more protection in high and low sec, but dont want anyone else to be safe, so ill be happy with sharing the protection with a select few if thats the only way i can get it (im honest)

Lore:

Efforts to organize anti-pirate corps by several individuals have failed, as they continue to adapt to the tactics used to counter them, A select few corps leaders working in high sec have gotten together and bribed some concord officials for "extra" protection. using cynosural fields from a cloaked black ops ship operating in the system, a Titan and other vessels will disproportionately respond to any attack by any aggressors in order to show that some of the isk that was just lost belonged to a powerful concord individual, who does not want to lose any more.

EDIT: i say loss, because you can always die, and it will evolve to where attacks will occur to be done before the response time as it can never be instant because of the physical reality of the game, but if you can survive the "cast" time, you live!!!!!

I have to say, if these modules created a beacon that ships without a jump drive could jump to, I would respond and defend you.

You know to fit with the name you have chosen I think this module should indicate a cyno has been lit in an adjacent system. This would make it look like forces are enroute to save whoever just activated it. Maybe the skill used to unlock this mod could add to the amount of fake cynos on the map. Obviously this would have to be outlawed in highsec.

Either way its still a terrible idea...
