Do you actually have to have Ihub online in system before you can reach Military or Indy 1?

I cant remember fully but I believe so.

The good news is you don't have to have your big upgrades in to raise the level. Only to see the benefits of that level do you need to upgrade.

For instance you can have a LVL II upgrade in it. And raise it to III. Only gets the benefits for the II but lets you see if you can realistically hold more.

BTW. If you are a renter good luck... Ihub stuff sucks badly once you get into the higher levels/

Yes, I believe you need to online a hub to begin the development Indices.
