Yes char is uo for sale-- Without assets or Carrier.

He can sell character , but he cannot sell carrier or any other item not tied directly to character ( like implants)
As for the higsec carrier , owner is allowed to trade it between his own characters , but if he trade it to someone else ( and someone report it ) carrier will be moved to lowsec, and some ban can occure Lol
