Blinking beacons. What is that?

Hello everybody,
I do not know if it is correct to ask this question right here, so sorry.
I use Google but found nothing. Here`s my question:

Can anyone explain to me, what are these blinking beacons I occasionally see in my overview?
Yesterday I managed to book one. Although game says me I can’t do this, in A&C menu I had coordinates 13 jumps away?
So what is that?

I saw few in Khanid system few days ago, bug probably.

the satellites? I assume they have something to do with PI. I just removed them from overview.

DUST destrict satellites, for orbital strikes by EvE players. They are only visible if someone is on grid, but because of the now bigger grids this happens also when players warp nearby planets/moons. Bug.
