Absolutely. What alternative do you suggest they implement to prevent people from declining missions until they get Dread Pirate Scarlet over and over again?

LOL, yes. You poor thing, it is a bit of a rude shock the first time it happens. Highly motivating for you to not quit or fail missions ... which I guess is the intention.

I guess I am almost a 'vet' by now. Hopefully not too bitter and managing to help more than I hinder. I build and sell many things, including large collections of bookmarks.

Google for "eve faction standing repair plan" to get your standings back up quickly.

Access to an agent is determined by your corporate or faction standings towards them. If you have a high faction standing, you can mission with any corporation associated with that faction.

Next time, get your faction (Minmatar, Amarr, etc.) standings high enough to run the mission. When you decline a mission, your *faction* standings take a very tiny hit. This lets you decline those low-sec or anti-faction missions repeatedly without losing access to your agent. However, declining a mission still hits your corporation standings fairly hard and you'll eventually lose access to the agent if your corp standings drop below -2, despite having a high faction standing, (but that requires a lot of declined missions to happen.)

Also, you should never have to quit a mission. That's just poor planning on your part.

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.

Ah, yes. I took a big hit to my standings once when I accidentally blew up the mission objective for a story line mission. You are going to have to do what I did. Get over it - man up and rebuild your standings. After all it clearly states that you will take a standings hit for declining more than 1 mission within a 4 hrs period, quitting or failing a mission. You may not have been prepared for the size of the hit. But a little research prior to declining that mission may have given you an idea of what was coming.

In the event that you do go through with the rage quit, you can contract your stuff to this toon for safe keeping.Shocked

I totally pooped up my standings on my first char... so I made about 4 bill isk, bought a totally new toon and deleted my first, took me a few months thought, considering that I had to actually make 12 billion so I could keep funding merchantman stuff with the remaining 8.

2.
I totally borked up his whole skill tree, it was a mining, refining, amarr pvp char that ran missions in Minmitar space and mined in Amarr space... totally borked it.

Now I have excellent standing and enough skillpoints to whatever.

I see a couple of helpful replies in this thread, most of the rest seem to have been imported from General Discussion.

As was stated before, you can decline 1 mission per agent every 4 hours with no penalty.

After declining a mission and receiving another unfavorable mission offer from that agent, leave the offer in the journal and go mission for another agent. After the 4 hour timer has expired, decline the mission. It's a good idea to work for a couple different agents within the same corp. Then when you encounter this problem, you'll have another high standing agent available.

Someone else also mentioned about repairing negative Faction standings with the 'Plan'. It can be worked a little bit or a lot, depending on your situation.

After you gain high agent standing, the agent should offer you more of the same type of missions that you've previously accepted and completed.

There's no reason to rage quit, this problem can be easily fixed very quickly and basically bypassed in the future.

Many reasons to rage quit, and this is not one of them. Pathetic
