That's some expensive skins ... however, aren't these items dropping from frostbite sites?

It says frostbite right there. And I recall at least the clothes to definiteky be loot.

So, when that's the case... what's your issue exactly?

No, you are buying 28 plex (28billion isk/2+ years of game time) and getting some free skins, its like getting the little toy in the cereal box, you buy the cereal for the cereal the toy is just a little extra
