how do you get lvl 4 missions

If you are specifically looking for L4 agents, there's a tool in game called the "Agent Finder". You can find this on your NeoCom or, much simpler, when you dock up in station, there should be a button labeled "Agent Finder" on your Station Services window (same window with the "Launch" and "Enter Captain's Quarters" buttons).

If this is your first time running missions, even if it's not your first time in Eve, I'd strongly encourage you to run a few L1's to get your feet wet first before tackling L4's. In fact, I'd advise anyone to at least try out a few L1 missions, then a few L2 missions, then a few L3's, and only move onto L4's when you are comfortable you have learned what you need to know and understand what is required to commit to L4's.

I forgot this so I ask you here: How long will it take to enable level 4 agent if I can start running missions from level 2 agent and I have social skills trained to:

- Social IV
- Diplomacy IV
- Connections III
- Negotiations III
- Criminal Connections III
- Fast Talk III

Depends how quickly you run the missions. Keep blitzing 2's and doing the storyline missions to quickly build standing.

I ask because next week I'll move my jump clone along with T2 autocannons Mach to Minmatar space so I have to build standings with one NPC corporation there to be able to use my Mach.

There are some Gallente corps in Minmatar space of course.

Choose to do missions for corporations associated with government.
In this way you will increase your standings not only for corporation, but for Minmatar republic too. When your Minmatar standings up to 4.1 you will get access to other lvl 4 corporation`s agents you did not even single lvl 1,2 or 3 mission for.

I do not know what these corporations are in Minsatar space, but these usually fleet and police. For example for Caldari these are Caldari Navy, Corporate Police Force , Space Line Patrol etc.

In Minmatar space you generally do Brutor Tribe for good Ren Standings and then something like Krusual for better LP or just run SOE at Lanngisi of course.
