When a locator agent finally delivers the intel on where someone is, is that where the character is at that moment or where they were when the request was submitted?

Its when the request was submitted.

As such it's good practise to use several locators on the same target (assuming he's moving) with 2-3 mins intervals. That way you can plot a course and deduce a destination.

I seem to recall an in-game locators chat channel.

People offering the use of locator agents on any target, free, or for a modest fee.

Yeah, except Locator Agents have a cool-down, the useful ones (L4) 30 minutes, I believe.... still, not impossible but you either need to have very good standing with all the Empire Facions AND know exactly where to go (since, while they aren´t exactly rare, they aren´t that common either), or you have lots of helpers (see below).

the agent finder has a tic box for only locators, it's handy.

Yup that's the channel, poker your head in, ask if anyone is willing and mail the target name to whomever responds (don't dump the name in the channel, that's silly.

I don't consider five million isk a modest fee.

It's actually enough thag I considered running missions for locators to make money this way,
because it needs several rh s to find a moving target and then there's corps with several targets online ...

Reaching 50 million isk for this service in a day is easy and not worth it. It's far more worth it to
spend the two or three days blitzing missions to reach standings for locators...
