Just a small suggestion or my perception that is is small, but how possible is it to give capitals and any facility with refitting options in space to get the same functionality that Citadels are going to have for setting who can access. The point is to allow blues that might not be in your fleet to refit off capital ships or sub capitals with that ability such as the Nestor.

fleet hangars already have a checkmark for "fleet access" and "corp Access" its in the inventory, you might need to jiggle the window sizes a bit but other then that this seems inherently sensible...
