Two reasons. We'll need to keep realisitc. Dont want to offer my service when I know that theres a 90% chance we'll get smacked face down into burning acid.
Im concious about our capabillity so Im not going to offer a service that we are not able to accomplish.

Second of all I got relations with some of the members escpecially from public-enemy. I was a member not long ago. Therefore we dont want to ruin relations with possible future partners.

So you're admitting that all the elite HS 'mercenary' corps are working together and have side agreements to not fight each other?
