I've seen where CCP wanted to avoid the 'pinata' effect, and considering they have no active defensive capabilities, I can see why this might be a concern, however, they should drop something, if only a salvagable wreck the size of manhatten.

I'd agree they should drop something for there structure.

Also don't see what CCP where afraid of why would someone launch unless they were ready to pick up ?.

They drop an empty space you can use to erect your own poco.

Also with question over ccp afraid of why launch if you arent ready to pick up. kind of assuming pick up means defend it. Why have things drop if it is always gonna be defended.

It's not possible.
The explosion caused by your fleet's destruction of the superstructure and in effect the mechanism and objects that anchor the structure itself to the very fabric of the universe annihilates anything within a certain radius.
